The Ministry of Commerce of the People’s Republic of China has clearly stated in its official statement that any activity related to dual-use goods should be stopped immediately if it may be related to military use. The ministry also warned that strict action would be taken if the rules are violated. China has implemented additional monitoring mechanisms in relation to the 20 companies that have been placed on the watch list.

Now any supplier exporting from China to these companies will have to first apply for an export license. Along with this, a detailed risk management report will have to be submitted, in which it should be made clear for what purpose the concerned goods will be used. Along with this, it will also be mandatory to give a formal undertaking (undertaking), in which it will have to be assured that the dual-use goods will not be used in Japan’s military activities. Analysts believe that this step is not just a trade control, but also a strategic message, through which China wants to strictly enforce its stance on regional security and the Taiwan issue.
