Pradhan Mantri Awas Yojana Urban 2025

A home is more than four walls and a roof — it is security, dignity, and the foundation of a stable life. Yet for millions of Indians who have migrated to cities in search of work, owning a house has remained an elusive dream. Soaring real estate prices, limited affordable housing supply, and lack of access to formal credit have kept urban poor families trapped in slums, rented rooms, and makeshift shelters for generations.

The Pradhan Mantri Awas Yojana – Urban (PMAY-U) was launched to change this. Launched on June 25, 2015, PMAY-U is a flagship mission of the Ministry of Housing and Urban Affairs (MoHUA), addressing the urban housing shortage among EWS, LIG, and MIG categories, including slum dwellers, with the aim of ensuring a pucca house for all eligible urban households.

Thanks to PMAY, over 2 crore people have already received housing benefits. With PMAY-U 2.0 now launched with a budget of ₹10 lakh crore, the mission is bigger and more ambitious than ever.

What Is Pradhan Mantri Awas Yojana Urban?

PMAY-U is the urban counterpart of the government’s “Housing for All” mission. It provides financial assistance — through subsidies, grants, and interest subventions — to help economically weaker and middle-income urban families build, buy, or enhance their homes. The scheme covers all statutory towns in India, as notified under the Census of India.

The mission operates through four verticals, each designed to address different housing needs.

Four Verticals of Pradhan Mantri Awas Yojana Urban

1. Beneficiary-Led Individual House Construction or Enhancement (BLC)

Under this vertical, central assistance of ₹1.5 lakh is provided to individual eligible families who own land but lack funds to construct or enhance their homes. This is primarily targeted at EWS households in smaller towns.

2. Affordable Housing in Partnership (AHP)

Under AHP, the government partners with state governments and private developers to build affordable housing complexes. Central assistance of ₹1.5 lakh per EWS unit is provided, making homes significantly more affordable for the urban poor.

3. Credit Linked Subsidy Scheme (CLSS)

CLSS is the most widely accessed vertical. It provides an interest subsidy on home loans for EWS, LIG, and MIG-I borrowers. Interest subsidies range from 3% to 6.5% with loan tenures up to 20 years. Beneficiaries get up to ₹1.80 lakh interest subsidy on home loans under the PMAY Urban 2.0 scheme.

4. In-Situ Slum Redevelopment (ISSR)

Under this vertical, slum land is used to build pucca houses for slum dwellers through public–private partnership. The slum is redeveloped in place, giving existing residents the right to a proper home on the same land where they have lived for years. The Ministry of Housing has also initiated Affordable Rental Housing Complexes (ARHCs), a sub-scheme under Pradhan Mantri Awas Yojana Urban, which provides ease of living to urban migrants and poor workers in the informal economy who need access to dignified affordable rental housing close to their workplace.
